In the first eight years of contracting with the BIA, Schemmer completed 125 work orders on reservations within the Great Plains Region. We have worked with nearly every agency within the region, and our projects can be seen at nearly every school. In addition, recent projects were awarded as part of the American Recovery and Reinvestment Act of 2009 (ARRA, also commonly called the stimulus bill): for schools (Little Wound, Wounded Knee, Crazy Horse) and detention centers (Cheyenne River, Turtle Mountain). Schemmer has partnered with the Oglala Sioux Tribe for the Pine Ridge Dormitory and associated school work. Key features include:
- Design and/or construction contract administration for facility improvements and repairs
- Multiple IDIQ contracts
Pine Ridge, Rosebud, Cheyenne and Standing Rock, South Dakota

This project involved performing boiler inspections and assessing boiler rooms. Several of the locations had more than one building with a boiler room, or had a larger building with more than one boiler room. Schemmer mechanical and electrical engineers performed boiler room assessments as they pertained to mechanical and electrical systems, including combustion and ventilation air, plumbing, lighting and power. The cost to repair the deficiencies was included in the final report, and the completed findings will be used by the BIA to develop a plan of action to correct the deficiencies. Key features include:
- On the two reservations, Rosebud and Pine Ridge, there were13 multi-site locations
- Schemmer engineers assessed mechanical, electrical and life safety aspects
- Photographs and floor plans used
- Total of 91 boilers/water heaters inspected
Facility Improvement & Repair
Eagle Butte, South Dakota

The Cheyenne River (Walter Minor) Detention Center project addresses new accessibility and life safety code requirements. The sprinkler system was updated and corridors were renovated to become fire rated. The detention area was divided to add an additional smoke compartment to provide refuge in case of fire. Damaged return and supply air grilles will be replaced. In areas that prisoners have access to, grilles and diffusers will be replaced with prison grade security grilles and diffusers. Schemmer’s design work was completed in May 2010. Key features include:
- Updates to 39,296 GSF building built in 1992 to comply with newer standards for life safety, security and accessibility
- Work involves: fire sprinkler, door access controls, intercom, CCTV security system, plumbing, HVAC systems and accessibility features
- Exterior masonry
- Graffiti removal
- New roof
- Improvements to conserve energy use through HVAC and completion of deferred maintenance
Service, Distribution & Replacement: Power & Light Systems
Wanblee, South Dakota

To be completed by May 2012, this ARRA-funded project will replace the electrical service and distribution system throughout building 525. This secondary school building was built in the mid-1970s and measures 111,002 GSF. It contains standard and special education classrooms, a computer room, an auditorium, vocational shop, art studio, and kitchen/serving area. Key features include:
- Design and construction contract administration
- Replacement of lighting and power system throughout secondary school building
Facility Improvement & Repair
Macy, Nebraska

With construction complete in June 2009, this project involved remodeling the existing occupied detention facility including court, jail and police areas. Facility work included structural stabilization, addition of a sprinkler system, new lighting, addition of a walk-in cooler and related walls and electrical upgrades, new staff toilets, remodel of the public toilets, ADA accessibility, inmate exterior exercise yard improvements, and upgrades at the sallyport area. Site work included storm drainage improvements and subgrade stabilization of the parking lot. Key features include:
- Design of improvements to 10,964 SF one story center
- Construction phase contract administration services
- Exterior building and site repairs
- New ceilings, flooring and structural piers
Facility Improvement & Repair
Okreek, South Dakota

This project included enhancements to an existing school building that had three classrooms upstairs with a commons area and access to the exterior of the building, and one classroom, restrooms and the school offices downstairs. The project scope included the addition of 422 SF to the building to provide new stairs and a handicapped entrance to the building. The interior and exterior of the existing building were totally renovated including restroom upgrades and a new fire sprinkler system. Key features include:
- Design of improvements to school with 4,940 SF on two levels
- Restroom upgrades
- New fire sprinkler system
All Schools and Detention Centers
Great Plains Region

Completed in 2007, Schemmer was contracted to perform roof inspection studies on 113 buildings, totaling over 2 million SF of roofs, for all BIA schools and detention centers within the Great Plains Region. Key features include:
- Site visits to each school and detention center located within the specified region.
- Gather information about each roof, including interviewing the facility manager
- Provide infrared scan of roof to expose wet insulation and other moisture defects
- Provide a final report on each roof with a thorough written description of each roof (type, subtype, construction, insulation, vapor barrier, roof flashing edge characteristics, slope, drainage, roof-top equipment and penetrations for equipment)
- Determine age of roof and assess condition of observable components
- Recommend roof repairs, provide a detailed cost estimate and rank roofs as emergency, urgent or deferred
- Review of existing drawings and specs
- Inspect roof, flashings, rooftop equipment
- Report, recommendations, cost estimates
(Four Winds) Facility Improvements & Repair
Fort Totten, North Dakota

Completed in August 2007, this $7 million project involved providing contract administrative services for a period of one year. Schemmer personnel completed a full time inspection on site three months in the summer. Key features include:

Detention Center Facility Improvements & Repair
Belcourt, North Dakota

To be constructed by 2011, this ADA project involved evaluating power and grounding of computer workstations and special detention systems (CCTV, intercom, access control, lighting control, etc.), which were in violation of NEC requirements. The power and grounding were upgraded per NEC. The work also involved conducting an ADA code study, accessibility associated with cells 147, 170, and 172, drinking fountains, restrooms 153 and 154, and accessibility associated with access at doors 101 and 109. A fire code study was also conducted. Key features include:
- Construction contract administration
- Electrical systems upgrades, 1992 building, 13,791 GSF
- Kitchen addition and remodel of approximately 800 SF will go toward meeting accessibility, code and energy efficiency requirements
- Detention cell plumbing fixtures will be replaced and restrooms and shower areas upgraded to meet ADA accessibility standards
Elementary School HVAC Replacement
Manderson, South Dakota

Estimated to be constructed by 2011, this project involved replacing the two-pipe heating and cooling system in the 36,843 GSF elementary school building. The system, which delivers chilled or hot water from a remote location, is inadequate for the building needs. The system will be replaced throughout the 48-year-old building. Key features include:
