The Schemmer Associates was retained by the City of Falls City to provide Phase I feasibility, preliminary design and survey services for a complete study of a replacement aquatic center located within Falls City. Phase II included the design and construction of the facility. The study included engaging the public through a public participation process by having Schemmer facilitate and lead public forums to generate ideas for a new aquatic center. Schemmer quantified and prioritized those elements that the City could support and assembled a study for implementation. Schemmer also provided site selection recommendations and designed the facility to allow for future phased improvements as the facility grows. The study enabled the City to secure project funding and complete construction. Phase I services included: developing schematic design; analyzing potential sites; estimating capital cost for construction; conducting a series of meetings with key staff and community members throughout the project; developing operating and maintenance costs and cash flow analysis; and developing facility sizing and location; Full architectural/engineering services included contract documents, bidding and construction administration phase services, which were provided through to project completion.
