After completing a Wastewater Treatment Facility Plan in 2006, Fort Calhoun chose the regional option to convey wastewater to Blair for treatment. After negotiations, Fort Calhoun entered into an agreement with the City of Blair to convey the wastewater by way of a 10-mile force main to the Blair Wastewater Treatment Plant. The project included the design and negotiations for right-of-way acquisition along Highway 75, including at OPPD's Fort Calhoun Nuclear Power Station and the Cargill property. Schemmer provided ground control for aerial mapping of the corridor and geotechnical services. Environmental and archeological studies were completed and USDA funding secured for a 40-year loan.
Schemmer also assisted the City in securing a $300,000 grant for the project from the Papio-Missouri River Natural Resources District. Schemmer worked closely with the City in conducting public hearings prior to a successful bond referendum.
