Project Details
As part of the project team with HGM and Snyder & Associates, Schemmer was selected to provide alternatives and preliminary plans, final roadway design, as well as environmental and construction administration for Eastern Hills Drive in Council Bluffs, Iowa. The 2,250 feet of new roadway provides a connection of two existing routes of Eastern Hills Drive to give motorists a more direct route to the Council Bluffs Airport from southeast Council Bluffs. The roadway was constructed through undeveloped farmland and soil cut and fill was required to flatten the alignment.
Schemmer's services for the new roadway included geotechnical engineering of five borings, 100 LF of drilling, sampling, lab testing and analyses, traffic analysis of the corridor, conducted in cooperation with Council Bluffs staff and the Metropolitan Area Planning Agency. Recommendations of the traffic study were used as part of the NEPA process in the development of an Environmental Impact Statement. Schemmer was also involved in design and construction observation.
