Reality Capture Meets CIM: Turning Real-World Data into Smarter Infrastructure

During National Surveyors Week, it’s easy to picture boots on the ground and stakes in the dirt. And that’s still a big part of the job. But today’s survey teams are also working in a different space, one that connects the field to digital models in a much more direct way.
That’s where Civil Information Modeling, or CIM, comes in.
What is CIM, and Why Does It Matter?
CIM stands for Civil Information Modeling. If you’re familiar with BIM (Building Information Modeling) on the architecture side, CIM fills that same role for civil projects.
CIM Manager Doug Burchett says, “It’s pretty much BIM for infrastructure.”
It’s how teams take real-world site data and turn it into something designers and engineers can work more efficiently from. Instead of guessing or relying on outdated drawings, everyone is working from the same set of conditions.
From Field to Model: How Reality Capture Fits In
Technologies like LiDAR, drones, and 3D scanning have changed how that data gets captured.
“Putting all those tools together creates a 3D digital representation of existing conditions,” Burchett says. “That’s how CIM gets reliable site truth into the model instead of relying on drawings or assumptions.”
That shift is important. When the model reflects what’s actually out there, coordination gets easier and decisions get a lot more straightforward.
What Makes This Different from Traditional Surveying?
Traditional surveying is still the foundation. None of this works without it.
What’s changed is how much more information can now be collected, and how quickly it can be done.
Teams can cover larger areas, reach difficult sites, and gather more detailed data than before. That leads to better quality control, clearer progress tracking, and more reliable as-builts.
CIM takes all this data and turns it into richer geometric context that feeds downstream design,” says Burchett.
It’s not a replacement for traditional surveying. It builds on it.
A Real-World Example: Designing Around the Unknown
That extra level of detail made a big difference on a recent project.
Doug and the team scanned and georeferenced an underground tunnel so the design team could work around it without disturbing existing infrastructure. Without that information, the risk of conflict would have been much higher.
Looking Ahead: Where CIM Is Going
CIM is starting to play a much bigger role than just housing models.
“In short, CIM is heading toward becoming the digital backbone for civil assets,” Burchett says. “Not just a place where 3D models live.”
More projects are shifting toward model-first delivery. Digital as-builts are becoming long-term records instead of static documents. And as BIM and GIS continue to overlap, the industry is getting closer to true digital twins.
More Than Just Data
At the end of the day, the tools are only as good as the data behind them.
That still starts with the survey team.
During National Surveyors Week, it’s worth recognizing that the role has grown well beyond the field. Surveyors are helping create the foundation that everything else is built on, both physically and digitally.
