Schemmer was hired by the City of Council Bluffs to prepare a scope for the reconstruction of streets and a sanitary sewer interceptor from the 6th Avenue pump station to 9th Avenue. Schemmer also provided construction phase services including construction staking, construction observation, project administration and project management.
