Benjamin Avenue is one of Norfolk’s busiest corridors, and over time the pavement, traffic patterns and surrounding infrastructure began to show their age. The City of Norfolk partnered with Schemmer to take a fresh look at what this stretch of roadway needed to better serve the community. What began as a simple pavement replacement effort quickly evolved into a more thoughtful redesign that improves safety, eases daily travel and creates a more welcoming experience for everyone who uses the corridor.

Schemmer’s team designed a full reconstruction of Benjamin Avenue from 1st Street to 13th Street. The work included replacing the deteriorated pavement and widening the roadway to make room for new center turn lanes. These additions play a key role in reducing the high crash rate caused by limited turning space and numerous access points throughout the corridor. The goal was to create a safer and more predictable environment for drivers while supporting the growing needs of Norfolk’s businesses and residents.

Beyond the roadway itself, the project also enhances the look and feel of the corridor. The design includes new curbs and gutters, upgraded storm sewers, wider pedestrian sidewalks, updated landscaping, streetscaping features and modern street lighting. Utility coordination was a major part of the process, and many overhead power lines are being buried to further improve safety and visual appeal.

The Benjamin Avenue Improvements Project brings long term value to the community by creating a safer, cleaner and more efficient corridor. These improvements support growth and strengthens the everyday experience of the people of Norfolk and those who are traveling through.
