Schemmer was hired by the City of Council Bluffs for engineering services for the reconstruction of roadways and sewers in a residential area referred to as Lower Bennett. The entire reconstruction project cost was approximately $10M and was constructed in seven phases over 10 years.

Services provided by Schemmer include; topographic survey, geotechnical consulting, sewer and roadway design, bidding phase services, construction staking, testing, construction observation, and project management. Schemmer also prepared construction plans and documents for the reconstruction of the Lower Bennett area, which will include civil storm sewer and the reconstruction of the existing pavement.
