Schemmer was retained to provide preliminary, functional and final roadway design for improvements to a 3.6 mile section of N-35 in Norfolk. The expressway, which originates east of a new channelized Victory Road intersection and a five-lane segment for one-mile, continues with a four-lane 16-foot raised median segment for approximately one-half mile. The remaining two miles of roadway are a four-lane divided segment and portions of the project are on a new alignment. The entire project is to be built under traffic. Schemmer also provided right-of-way appraisal and negotiation plans, right-of-way design, structural engineering, hydraulic analysis, roadway lighting, and planning, preparing and participating in the public hearing.
