Schemmer partnered with South Central Public Power District to design a modern, full-service operations facility in Clay Center, Nebraska. Built on a greenfield site previously used for agriculture, the new Service Center enhances operational efficiency, increases response capabilities, and improves the working environment for field staff and office personnel alike.

Site Development

The 7.3-acre site required extensive grading and recontouring to support a stable building pad and proper drainage. Stormwater management was achieved through a detention basin designed into the site. The project team coordinated closely with the Nebraska Department of Transportation to establish a safe and functional entrance from the adjacent state highway.

A 12,700-square-yard exterior storage yard constructed with crushed concrete provides durable, cost-effective space for equipment and materials, accessible via remotely controlled gates.

Facility Design

The main facility is a prefabricated metal building with a standing seam roof, metal panel siding, and brick veneer for both durability and visual appeal. Inside, the space was designed to support all aspects of district operations:

  • 13,800 SF truck parking area for up to 12 line trucks
  • 1,000 SF vehicle wash bay
  • 1,650 SF parts storage warehouse
  • 2,600 SF shop
  • In-floor radiant heating in the shop, truck parking, wash bay, & storage warehouse
  • 2,260 SF office area with climate control
  • dedicated IT room with its own split-system AC
  • LED lighting, and low-flow fixtures throughout for energy efficiency
  • 2,730 SF of covered exterior storage

Ceiling fans in the shop support ventilation and comfort throughout the year, allowing work to continue efficiently even in extreme weather.

Design Impact

The facility has drastically improved storm response times, internal workflows, and employee satisfaction. Heated interior spaces eliminate delays caused by cold-weather equipment start-up, and dedicated meeting areas support rapid coordination during emergencies.

South Central Public Power District now benefits from a centralized, well-equipped facility that enables staff to work safely, comfortably, and more effectively supporting the district’s mission to deliver reliable power to its customers.
