Schemmer Attends Eastern Hills Drive Ribbon Cutting Ceremony
Schemmer’s Doug Holle, PE, and Tyler Lerdahl, PE, attended the City of Council Bluffs’ Eastern Hills Drive ribbon cutting ceremony on October 1, 2020. The ceremony celebrated the opening of the new road and the completion of a project that began 20 years ago.
Eastern Hills Drive and Connecting Roadways Program
The Eastern Hills Drive and Connecting Roadways Program includes six segments that collectively improve the transportation network in eastern Council Bluffs. Most importantly, it completes the route between U.S. Highway 6 and Iowa Highway 92, while providing improved connections to developments along Greenview Road, Steven Road and Cottonwood Road.
“The completion of the new Eastern Hills Drive provides local transportation system continuity,” said Matt Cox, City of Council Bluffs Public Works Director. “It also increases the capacity of existing roads to accommodate future traffic demands and improves emergency access and safety.”
Segment C and F
As part of the project team with HGM and Snyder & Associates, Schemmer provided alternatives and preliminary plans, final roadway design. In addition, Schemmer provided environmental and construction administration for Segment C and the first half of Segment F of the project, which were completed in 2018 and 2020 respectively. As a result, the roadway provides a connection of two existing routes to give motorists a more direct route to the Council Bluffs Airport from southeast Council Bluffs.
Project Funding
The total cost of all six segments of the Eastern Hills Drive and Connecting Roadways Program is approximately $25 million. Eighty percent of the program costs are paid with federal funding. After that, the City of Council Bluffs and Pottawattamie County share the remaining 20 percent.
Schemmer is also providing services for the second half of Segment F of the project and Connecting Roadways Program that is planned for 2022.
